# Packages

**Packages** are [created by ad networks](/user/docs/packages-ad-networks-tap) to package publishers’ inventory and make it available to any TAP Programmatic-connected DSP, through deals.

- [Ad networks must create and then activate a package](/user/docs/packages-ad-networks-tap), at which point it is exposed to publishers and they decide if they want to opt-in.
- [The publisher must "opt in" to one or more packages](/user/docs/packages-publishers-tap) in order for the publisher’s inventory to be included in packages.

> [!NOTE]
> Once an ad network has created a package and made it available for opting-in, **they cannot change the terms of the package**. They can, however, remove the package from their list of offered packages. Also, a publisher opting-in to a package does not guarantee the publisher will receive revenue from the package.
